Her name is Rena Sofer, she was also Nathan Petrelli's wife on Heroes (not kinky in that one).

Her sister on the show in first season had an awesome pair of over-the-knee boots. I hope someone can post pics.

It is indeed Rena Sofer (famous from Season 6 of 24) and this is from episode 2x07 "The Facts". She has the skirt on through the whole episode.
